Залуучуудын хөгжлийг дэмжих тухай хуулийн 5, 7 дугаар зүйл, Залуучуудын хөгжлийн зөвлөлийн 2021 оны тогтоол, Соёлын сайдын 2021 оны 05 дугаар сарын 14-ний өдрийн А/85 дугаар тушаал, Соёлын яамны Төрийн нарийн бичгийн даргын 2021 оны 05 дугаар сарын 27-ны өдрийн 3/1298 тоот, Соёлын бодлогын хэрэгжилтийг зохицуулах газрын даргын 2022 оны 04 дүгээр сарын 08-ны өдрийн 6/866 тоот албан бичгийн дагуу Дархан-Уул аймгийн Соёлын салбарын Залуучуудын хөгжлийн зөвлөл нь 2022 оны 05 дугаар сарын 09-ний өдөр байгуулагдсан.
Залуучуудын хөгжил оролцоог дэмжих, эрхийг хангах, салбар хоорондын хамтын ажиллагаанд дэмжлэг үзүүлэх, шийдвэр гаргах түвшинд залуучуудын оролцоог нэмэгдүүлэх, тэдгээрийн үзэл бодлыг сонсох, хүндэтгэх, санал санаачлагыг дэмжих замаар залуучуудын үнэлэмж, өрсөлдөх чадварыг нэмэгдүүлэх зорилготой тус орон тооны бус Зөвлөлийн даргаар 2022 онд аймгийн Соёл, урлагийн газрын Урлаг, уран бүтээлийн асуудал хариуцсан мэргэжилтэн Ц.Отгонбаяр сонгогдон ажилласан бол цаашид Залуучууд театрын менежер Ц.Баттөмөр ажиллах юм.
Тус зөвлөлийн залуус энэ сард “Өв соёлоо өвлөн уламжилья” сургалтыг эхлүүлсэн бол 5 дугаар сард Darkhan dance 2023 буюу “Хаврын баяр” бүжгийн тэмцээн зохион байгуулахаар ажиллаж байна. Мөн Уран зургийн үзэсгэлэн, “Соёлын салбар дахь залуучуудын оролцоо” хэлэлцүүлэг зэргийг хийхээр төлөвлөн ажиллаж байна.
